Social Welfare Scheme/Activities in Tamenglong District

The following scheme/programmes are taken up under state plan & central plan schemes for Tamenglong District, Manipur:

    1. Manipur Old Age Pension Scheme (MOAPS)
        • There are 938 beneficiaries in the District.
        • The Scale of benefit is Rs. 200/- per month per beneficiary.
        • The eligibility of age of the applicant is 55 years or above for female and 60 years or above for male.
        • The applicant must belong to a household of Below Poverty Line(BPL).
        • The applicant shall be a domicile of Manipur having Aadhaar Card.

      As per Cabinet decision taken on 14-11-2014 and Government order No. 8/9/2011-S(SW) dated the 18th December 2014, Cash payment of Pensioners amounting to Rs. 2400/- for the period March 2015 to February 2016 was made from October 2016 and Rs. 2400/- for the period March 2016 to February 2017 was made from April 2017.

      Verification of Pensioners was done on September 2017, under the supervision of Deputy Commissioner, Tamenglong. 12 (Twelve) death/expired cases were detected from the Scheme and now we have a total beneficiaries of 926 pensioners under the scheme.

    2. National Social Assistance Programme
      A programme undertaken under ACA from the Ministry of Rural Development, Government of India). Under the Chairmanship of Deputy Commissioner District Level Committee is formed under the guideline of NSAP.       A. Indira Gandhi National Old Age Pension Scheme (IGNOAPS)

        • There are 2385beneficiaries in the district.
        • The scale of pay is Rs. 200/- per month per beneficiary for the age group of 60-79 years and Rs. 500/- per month per beneficiary for 80 years above.
        • The age of the applicant (male or female) shall be 60 years or higher.
        • The applicant must belong to a household Below Poverty Line.
        • Must belong to an Indian household having Aadhaar Card and living below poverty line.

      1996 Old Age Pensioners (60-79) years who are below poverty line of Tamenglong District have been benefited with a pension of Rs. 200/- per month/head. 389 Old persons of the district have been recommended for getting Rs. 500/- per month as they have attained the age of 80. A total beneficiary under the scheme (IGNOAPS) is 2385.

      As per Cabinet decision taken on 14-11-2014 and Government order No. 8/9/2011-S (SW) dated the 18th December 2014, Cash payment of Pensioners amounting to Rs. 1000/- (60-79 years) for 5(five) months (April 2015 to August 2015) and Rs. 2500/- (80 years above) for 5(five) months (April 2015 to August 2015) had been done on April 2017.

      Verification of Pensioners was done on September 2017, under the supervision of Deputy Commissioner, Tamenglong. 417 (Four hundred seventeen) death/expired cases were detected from the Scheme and now we have a total beneficiaries of 1968 pensioners under the scheme. The pension amount of Rs. 1200/- (One thousand two hundred) only (60-79 years and Rs. 3000/- (80 years above) for the period April 2016 to September 2016 has been sent to the pensioner accounts through DBT.

      B. Indira Gandhi National Widow Pension Scheme (IGNWPS)

      • There are 158 beneficiaries in the District
      • Widow should be under BPL
      • Age limit for entering the scheme is 40-79 years
      • The amount payable is Rs. 300/- per month per beneficiaries
      • Aadhaar Card is required

      Their pension amount will be sent through DBT (Direct Benefit Transfer). 7 (Seven) bogus/expired pensioners are detected during verification and now the number of beneficiaries is 151.

      C. Indira Gandhi National Disabled Pension Scheme (IGNDPS)

      • There are 43 beneficiaries in the District.
      • Must be aged between 18 to 79 years.
      • Must belong to an Indian household living below poverty line.
      • Should be suffering from multiple or severe disabilities as per PWD Act 1995.
      • Should not have a son above the age of 21 years.
      • The amount payable to them is Rs. 300/- per month per beneficiaries.
      • Their pension amount will be sent through DBT (Direct Benefit Transfer). 2(Two) expired pensioners are detected during verification and the numbers of beneficiaries now is 41.

      D. National Family Benefit Scheme (NFBS)

      • One time assistance of Rs. 20000/- is given to spouse of a deceased person who is the only earning member in the family.
      • The deceased should be of BPL family.
      • The deceased should be the primary earning member in the family.
      • The deceased person should be in the age group of 19 to 64 years
      • There should not be any post-death assistance from any other insurance company.
    3. Non-Government Organisations
      The Project proposals of active and functional NGOs of the district are recommended to the Central Government for financial assistance to implement various welfare schemes. For NGOs receiving Grant-in-aid from the Government of India, Ministry of Social Justice & Empowerment, their activities and working management are periodically monitored, evaluated and verified for continued implementation and for release of further financial assistance. The Project taken under the Department are 1. Old Age Home. 2. Drug Rehabilitation Centre 3. Disable Residential School.There are some active and functional NGOs in the district viz. Rural Downtrodden Upliftment Society, Tamenglong HQ and Community Development Association, Tamenglong HQ. Their cooperation in matters of Old Age People, Disabilities welfare, child abuse and illicit trafficking, etc. is noted with appreciation.
    4. Old Age Day
      International Old Age Day was observed at Multipurpose Hall, on 1st October 2017 with Shri Armstrong Pame, Deputy Commissioner, Tamenglong as Chief Guest. More than 300 old persons from Tamenglong gathered with the District Social Welfare Office presenting them with a blanket each.
    5. Disabilities Welfare Programme
      Department of Social Welfare, being the Nodal Agency for implementation of various Acts on disabilities, is trying out all efforts to implement Person with Disability (P.W.D.) Act 1995 in letter and spirit. Various chapters and sections under the Act have now been converted into actual implementation.       (i) Care-Giver Allowance/Maintenance Grant to Persons with Disabilities with High Support Needs;

      • There are 5 (five) beneficiary in the District.
      • Applicants should be a domicile of Manipur having an Aadhaar Card.
      • Applicants should have Disability Certificate, UID for Disabled issued by Social Welfare Department, Govt. of Manipur.
      • The rate of allowance is Rs. 1500/- per month.
      • The degree of percentage shall not be less than 80% and 100% for VI (Visual Impairment).
      • They should be in the age group of 19-59 years.

      (ii) Self Employment Loan with Subsidy to the Persons with Disabilities:

      • Applicants should not exceed 59 years of age.
      • Applicants should have Disabilitiy Certificate, UID for Disabled issued by Social Welfare Department, Govt. of Manipur.
      • In Case of Individual beneficiary the subsidy will be Rs. 20000/- or 25% of the approved project cost whichever is less.
      • In case of Parents organisations/Disabled People Organisations, the subsidy will be Rs. 40000/- or 25% of the approved project cost whichever is less.

      (iii) Scheme for Scholarship for Students with Disabilities:

      • 1(one) person of the District have availed the benefit.
      • Applicants should be a domicile of Manipur having an Aadhaar Card.
      • Applicants should have Disability Certificate, UID for Disabled issued by Social Welfare Department, Govt. of Manipur.
      • The income of the candidate or his parents should not exceed Rs. 180000/- p.a.

      (iv) Free Travel &Concession to Persons with Disabilities:

      • 1(one) person of the District have availed the benefit.
      • Applicants should be a domicile of Manipur having an Aadhaar Card.
      • Applicants should have Disability Certificate, UID for Disabled issued by Social Welfare Department, Govt. of Manipur.

      (v) Maintenance Grant for Older Homeless Persons:

        • Applicants should be a domicile of Manipur State having an Aadhaar Card
        • Applicants should attain 60 years for availing the grant.
        • The aged persons should be in a designated Homes for at least 3 (three) months for availing the grant and will be provided till the period of their stay.
        • The aged persons who are Govt. retired servants and enjoying Pension or old age pension under NSAP and MOAP shall not be eligible for the grant.
        • Eligible aged persons shall be provided Maintenance grant of Rs. 1000/- p.m per head.

      Interested applicants for CMST scheme shall apply for the scheme in prescribed formats which can be downloaded from the Directorates website (www.socialwelfaremanipur.com) or can be collected from the District Social Welfare Officer.
      Assessment Camp at all Sub-Division, Tamei, Tousem and TamenglongSub-Division will be organised by the Department in collaboration with the District Administration, Health and ALIMCO.

      B. Unemployment Allowance (for Disable)

      • An Applicant should be educated but unemployed and registered with Special Employment Exchange for more than two years.
      • Applicable to all categories except Mental Retardation (MR).
      • Age group should be between 18 to 45 years.
      • Annual income should not be more than 60000/- per annum.
      • Shall be a domicile of the state with Aadhaar Card
      • Necessary documents are: Disability Certificate, 3 Passport, Income certificate, Last examination certificate, copy of employment exchange registration card, job seeking certificate, Bank Passbook Xerox copy and Aadhaar Card.
